Overview

KakaoTalk is always working to resolve any issue that arises in the service so that users can be safe in the digital world.

In 2021, we announced the operation philosophy and principles of the KakaoTalk service as outlined in the KakaoTalk Safety Guide. Starting in 2024, we are publishing the KakaoTalk Safety Report to provide data on the actual measures being implemented within the service in line with our operation philosophy and principles.

The KakaoTalk Safety Report includes data on our automated anti-abusing system and countermeasures based on user reports. In addition, we strive to share our improvements and examples of policies that responsibly tackle sensitive digital safety issues, so that our efforts can have positive impacts both on the industry and society at large.

In the future, we will pay close attention to the impact of the KakaoTalk service on users and fulfill our corporate social responsibility to protect users, striving to become a more trusted service.

Key Improvements

KakaoTalk is strengthening its operation policy while continuously improving safety tools and reporting features to provide users with a safer digital service environment.

Key improvements in the first half of 2025 are as follows.

Improved functions
  • Enhanced Responses to Reports on Child and Youth Sexual Crimes: When a message is reported for “sexual crime on children and youth”, the available options for private consultation are now introduced, including expert counseling and legal support through Stand Up Against Sex-Trafficking of Minors. With the above reporting option now added to General Chat, users can directly report online grooming behavior. Through this, victims can immediately report the case within KakaoTalk and be connected to a consultation with a specialized agency. Also, the system for prevention of sexual crimes on children and youth and provision of initial responses has been reinforced.
  • Simplified Procedures for Protection of Minors: When applying for protective measures, the submission of identification documents can now be substituted by identity verification. Also, protection for minors can now be registered with only an application from their guardians, while the protection period has been extended from the previous 6 months to 1 year. Quick and guardian-oriented protective measures are now available through these changes, enhancing the effectiveness of the protection system for minors.
  • New Report Function for Search Profiles: With the launch of the search profile service, a Report function for search profiles has been added.
Reinforced operation policy and regulatory standards
  • Enhanced Responses to Sexual Exploitation of Children and Adolescents (or “Online Grooming”): For broader protection of children and adolescents against sexual exploitation risks, our policy has been reinforced by applying the same restrictions to conversations between adults and children/adolescents, as well as to conversations among children and adolescents. Conducts by children and adolescents that may put them at risk of sexual crimes are also restricted (e.g., requesting money from adults, soliciting, and trading photos of body parts).

  • Strengthened Countermeasures Related to Sex Trafficking or Exploitation: Violations of policy related to sex trafficking and exploitation will result in a permanent ban. Through a strengthened zero-tolerance stance on illegal sex trafficking and exploitation, the commitment to eradicating sexual exploitation within the services is clearly demonstrated.

  • Newly Established Clause Prohibiting Illegal Debt Collection Practices: In response to the increasing number of debt collection practices in the digital environment, a clause prohibiting illegal debt collection practices in violation of the Fair Debt Collection Practices Act has been newly established. Through this, user protection is strengthened against abusive debt collection practices and the safety of services has been enhanced.

  • Newly Established Clause Prohibiting the Creation and Operation of Fraudulent Accounts: A new policy has been added to impose restrictions on the operation of an account created by using information of another individual, or under the name of a non-existent individual or organization, or by automated means. Service reliability and user protection levels have been enhanced by fundamentally blocking abusive and fraudulent behaviors carried out through fake accounts.
