The protection of users’ privacy is the highest priority of KakaoTalk’s philosophy.

In order to respect users’ privacy, KakaoTalk does not view messages or contents users exchange in KakaoTalk chatrooms. If users use the “Report” feature to report problematic messages or contents within the service, service restrictions are applied after decisions are made based on related laws, and whether the messages or contents in question violate our Terms of Service or Operation Policy.

Friends are the foundation of our chat messaging service. Therefore, users can report any messages or invites to chats that are sent from anyone other than their registered friends. Service restriction measures are also applied to any confirmed cases of serious violations, such as transmitting obscene contents, threatening the safety of other users, and sending illegal spam messages or contents.

Measures are applied to reported contents, which is quickly screened by expert reviewers and our Automated Monitoring System. Systems are being enhanced to provide quicker reviews to protect regular users from those who violate policies. Continuous improvements are also being made to the Operation Policy and detailed review guidelines by analyzing reported contents, user complaints and digital safety issues.

Summary

In the second half of 2024, approximately 170K accounts were subject to service restrictions in General Chat. This is a 9.7% increase from the previous period.

The breakdown of service restriction reasons are as follows:
- Fraud & Impersonation: 61% (largest category)
- Illegal Spam (e.g., gambling): 23%
- Quasi-Investment Advising: 11% (new category)
- Obscene & Sexual Behavior: 5% (unchanged)

The number of accounts restricted due to Fraud & Impersonation increased by 14.6% from the previous period. This rise is attributed to the introduction of the Fake Signal function in August 2024, which encouraged more users to submit reports upon receiving a warning.

Meanwhile, accounts restricted for Illegal Spam (e.g., gambling) decreased by 32.3% compared to the previous period. This decline is linked to KakaoTalk's operational policy revision in August 2024, which reclassified some content previously categorized as illegal spam under the new Quasi-Investment Advising category.

Quasi-Investment Advising category was introduced in KakaoTalk’s operational policy revision in August 2024, aiming to strengthen regulations to protect users from illegal investment advisory groups. Following this policy revision, approximately 19K accounts were restricted in the second half of 2024.

The strengthened operational policies and the introduction of new security functions during this reporting period directly contributed to the increase in user reports and restricted accounts.
